Question
My wife refuses to accept the Ghet I had written for her. I understand that is her right. Can I still remarry according to Torah Law without it? I realize Torah says yes but the "decree" issued long ago said no.

Whether or not it is your wife's "right" to refuse the get is for a qualified beit din to decide. Yoe are correct that according to the halacha you must attain her agreement to accept the get. You certainly should be advised about the specific elements of your situation by a halachic authority. Generally, it is possible to come to an agreement, though it may take great effort on your part.
