Hi,
can you listen to musical instruments coming from an alarm clock or ringtone during sefirah/three weeks?

Shalom,
The purpose of these tunes is to wake you up or to keep you busy while waiting on the phone, not for the sake of listening to music, therefore, it can be listened to. Neither is one required not to go on public transport or to enter a store with background music, when the intention is not to enjoy the music.
The same principle applies for Sefirat Ha'omer and the three weeks.
