Hello Rabbi/Rav,
If I do not wash my hands with a cup before saying Asher Yatzar after using the restroom, does that count as saying G-ds name in vain or being disrespectful?

After using the restroom, it is best to wash hands with a cup, however one may wash hands also without a cup if one is unavailable . If there is no water, one can rub his hands in something clean.
If none of the above was done, although it was improper it does not make saying G-d's name in vain.
