Our Rabbis determined in the Talmud which was later codified in the Shulchan Aruch, that the Bracha is said ONLY on fruit trees which are blossoming.
You may just have to do a little more looking where you live where you can find fruit trees. You can ask your friends, neighbors or members from your Bet Knesset where they have seen fruit trees. I'm sorry I had no time to answer your second question before Shabbat, but you still have to the end of the month of Nissan to find fruit trees to recite the Bracha.
